Flag cufflink, lapel pin?

It is the flag of Bremen.

Lapel boutonniere -- the reverse "plug" goes through the jacket's lapel slot. I've got an Austrian Alpenverein lapel pin that I received when I was a member -- it has that similar construction on the reverse.
