Post 479 is not Bundeswehr, it is Bundesgrenzschutz.

No.
I can only find the appointment "Kommandant des Truppenübungsplatzes Munster".
Both appointments were very different, and there is no double function possible.
Civilians like the reporter often don't know the correct military nomenclature, that is not unusual.
For example: At that time the school had a new name, since several years. No longer Panzertruppenschule, but Kampftruppenschule II.
