It's a bit difficult to date range shields in general and these pics aren't the best, but I'll try to give an idea as to time frame.
The strike on each shield appears (from slightly blurry pics) to be lacking detail, which makes me think later production. Later shields typically have black areas around the prongs where they're soldered to the shield and these don't show that, so I would say in an educated guess, that these are likely mid/late-made, meaning late 60's to early 70's. Better pics might reveal more detail on the obverse, but I doubt it.
If you're considering buying Narvik shields, you might want to wait for earlier examples. They're fairly common and you shouldn't have to wait too long. Otherwise, if these can be had inexpensively, they would make decent gap fillers until earlier examples come your way.
