Happy Easter! Has anyone seen this award before? No idea what is this but seems a St&L to me.

Nice piece Andrew...I don't know much about it, but it does have the S&L "look" to it, both in terms of gilding and enamel??

Google puts me through some religious order for the Holy Josef .... the black / white shield will then probably relay to town or region ?

It doesn't ring any bells and haven't been able to find anything online, either.

Just one observation, though (on the off chance it might be helpful with further research):

It's not to be read as "H L"; that's actually the "hl." abbrevation for "heiligen" [holy]. So, spelled out it is "Orden vom Heiligen Josef" [= "Order of Saint Joseph".
