IMO the ribbon rack is far too old for any 21st Century anti-terrorism ribbons.
Missing ribbon and the duplicate ribbon could be anything. Example here is my rack, I came in Jan 86 and retired in Sept 08.
The missing ribbon could be the NDSM as previously stated, the duplicate ribbon (AF Commendation Medal) which is upside down might have originally been the short tour ribbon. With the other ribbons that are seen, this individual never deployed as there are no campaign ribbons or medals on their rack.
Another ideal is to slide the second row over and put an AF Achievement Medal, sort of strange to have 3 AF Commendations and no AF Achievement, then add a NDSM where the duplicate ribbon is. Based on the ribbons the individual had more than 16 years but less than 20 years, or retired with 20 and never updated their AF Longevity award.
