What is the reason behind the odd design of this medal? It looks like some Mayan/Inca person on the front , not really US looking with the exception that it is the same shape.

It's the head of the Indian on top of the capitol building in Washington, D.C.

Actually, the head dress was designed with those of the American Indian in mind.
