This would have been what? 1901 03 in there somewhere. So he's gotta be late teens and if an officer early twenties. So by WWII he's not a general officer, in his mid sixties, so definately no combat. Probably a a desk job running supplies or replacements or whatever, up to the front. Just my thoughts.

    The ribbon is for service on the Mexican Border circa 1915, 1916. Lots of Infantry and Cavalry units were sent to Texas, New Mexico, Arizona and California during this timeframe.
    The Mexican Campaign ribbon had two yellow stripes IIRC.
