I may be way off base here but to me it kind of looks like Civil war era
union army. But that is just a wild guess.

I'd say it was the "Keystone Kops" helmet hat badge for some place that was big enough to have at least 5 police precincts circa 1919.

It has been years and years since I've seen one of those flimsy pressed gray felt hats... they must have had them mashed on a regular basis when they were the standard police headgear.
