Is this liner dinked with?

I've had this liner for a while and was wondering about it. The chinstrap is a dutch repro I added. What's with the markings? It looks like someone scraded off a decal and then painted the insignia? What do you think? Is this a new addition?

Liners were re-issied many times. It is possible that the previous owners name & rank were first removed then the last owners info added. some units did the name & rank on the liner some did not. I would think that while it is a WWII liner, it was decorated up well after.

Just a thought, you can always go down to Home Depot and buy a lead test kit. At least you would know it was messed with a while back and the cost is like $3.
