They appear to be made to military spec but since they have no military markings I would say they are commercial. It is not uncommon for companies that have the tooling for a product under military contract to use the same tooling to make a commercial version. This was especially true at the end of WWII when companies lost their government contracts and needed to get a product on the market fast.

Are there reticules in one lens for adjusting artillery? Horizontal and vertical lines with numbers?

Mike, no, there are not. Apparently they are for civilian use.
