CAP patch and other?

Do these go together? I know next to nothing about Civil Air Patrol insignia.

The bullion pieces don't appear to be consistent with any documented CAP insignia (just a wild, wild WAG, but from a branch of the Purple Heart Society?). The Wing 31 patch was established in 1948 and has been used through the present.
