Actually, in Army lingo of the WW2 era, he would have been referred to as a "T4" (as in Technician 4th Grade). A "Tech Sergeant" (as in Technical Sergeant) had two rockers below the 3 chervons with no "T."

Kurt has it straight. I believe the old Technical Sergeant rank is known as Sergeant First Class (SFC) today.
