Based on the lack of a Good Conduct Medal and the Fleet Marine Force Combat Operations EGA on the Asiatic Pacific ribbon, I'd say this was worn by a USN Officer. Perhaps a doctor serving on the front lines?

I would agree with Kurt's assessment here. I would also point out, if I am seeing the colors correctly here, that the backing material is gray. That is somewhat interesting as I was under the impression the Navy discontinued the gray uniforms in October 1949.
