Artillery Shell Fuse With Wood Plug

Can anyone tell me what this fuse is for? The threaded part measures just about 1 7/8" in diameter, Brass is 3 1/2" long

Fuse fits a shell from a Type 89 5 inch Japanese naval gun. The "gain" looks like a wooden shipping one

        Transit plug

This is actually a shipping plug that simulates the appearance of a fuze. This is not an actual working fuze but a shipping plug/transit plug. If you were to remove the wooden dummy gaine the metal housing would be hollow with no working parts. However I am still interested if you part with it. I have one just like it but in poor condition.
