    I do not recognize this as Nikko, JES, or Fuji...

    Thoughts?

    I'm afraid I can't help with a manufacturer, but JES is not a maker. It's Japan Engineering Standard. You'll find it on many optics from various makers.

        It appears the 2 Kanji Characters below the 20x3 read "Tokoyo"...

        Shall I assume that means Tokyo (To-Ko) is the manufacture?

          豊光 is Toyo-Ko in Japanese.
          I think Toyo-Ko is an abbreviation for Toyokawa Navy Arsenal Optics Department.

            In this case it might be pronounced Toyomitsu; I've seen other results spelling it in Romaji as "Toyomitsu."

            I found an archived pair of binos that were auctioned (no longer available) and the write up was:

              In Japanese, even if we omit reading, the sound does not change.
              東京光学: Tokyo Kogaku → ToKo
              日本光学: Nippon Kogaku → Nikko
              豊川光学: Toyokawa Kogaku → Toyoko (not Toyomitsu)
