The poster reads from right to left, but I'm writing in the modern form of left to right:

    九月十八日
    November 18th

    満洲事満一年
    Manshū Jihen Boppatsu Man-ichi Nen
One full year after the Manchurian incident broke out

Old kanji are being used. Modern:
    Jihen / incident
    Boppatsu / outbreak

There aren't signature over the poster!
Some one knows who made the drawings for the Heer?
May be that also the Japanese have artists that made posters!

according to this pamphlet, the poster was put out by the Ministry of the Army.

This same design is also found on postcards from WWII

The posters would have been printed up in color and hung -- probably in "Manshukuo" ... showing the Manchurians they were safe under Japanese protection ... and brothers working together.

                    Found more posters here.

I don't remember seeing original posters for sale when I was at the SOS last year, but it doesn't mean they weren't there. I imagine price would come down to condition and content.
