I cannot make out that first kanji, but the rest say “* Letter Flag”. Therefore the kanji on the flag should match that kanji that I cannot read.

“Governor” Letter Flag
The English says it is a Korean Headquarters flag captured by US Marines at Ft McKee on the Salee River, Korea in 1871. Both Marines received the Medal of Honor.

Thanks. I still cannot make out that first kanji. HOWEVER, note the arabic numeral “1”. This is a maritime signal flag for the number 1.
