Japanese navy officer bicorne and shoulders straps

Can someone help me identify the grade of this bicorne and shoulder straps?
Also, Is there a way to date these elements according to the model? I know that this outfit was in service around 1870 until the interwar period.

Also, if someone could translate me the name of the officer it would be great!

I cannot read the old-style kana (kanji?) in the hat. Last one is 乃/の “no”. First two do not look like ふじ (fuji) to me ...... but who knows?
