What does this IJN Switch plate legend and tag say?

Saw this item and it clearly is a switch but some said it was for an aircraft but I think the weight and mounting method suggest something else.

Can someone translate the kanji writing on it and see if that points to the answer?

Thanks Guy for your help. I still am of the belief this isn't from an aircraft for several reasons but either way it is an interesting item
