Not my field at all, but I thought I could give it a try. A good friend of mine had this for a long time and wanted to know when this piece was made and what its purpose was.

Well its going to be an older blade well out of polish, but once we see the tang under the hilt we can tell you more, might be worth restoration depending on condition of blade, need better photos of any activity in the cutting edge, often best done in natural sunlight. Getting hilt rewrapped costs around $200 here in the U.S. so thats easy. Now tap out that peg and lets see whats underneath! I really like the polished manta ray skin scabbard.
