Japanese Medal's of Honor - Translation Request

I picked up this pair of Japanese Medal's of Honor. I know that the bars are usually engraved with dates, but I cannot read Japanese. If someone would be so kind as to translate them, I would appreciate it!

Both are post war marked:
1st one is: October 9, 1963
2nd one: January 28, 1978
