Japanese (language) question

Can anyone tell me what SUI SHIN TAI means in the military context. Suishin means to move forward / propel in conversational context, but don't know what the English equivelent is in a military context.

Checking my Japanese Military and Technical Terms bulletin it appears it means advance force unit.
