"TORA TORA TORA" - Bars / Insignia...huh?

This came from a local collectors estate. This was mixed in with a lot of high end items.

2 emblems/insignia...with a hand-written note that indicates "Tora Tora Tora Bars"...

No clue what these are...and someone not too bright encased them in acrylic.

The bottom rank is SouthVietnamese Đại Úy (dai-wee) — army captain.
My dad wore this insignia on his uniform as a 5th Special Forces advisor from 1965-66 to the Regional Force / Popular Force (RF/PF known as “ruff-puffs”).

The only Japanese connection is that the Vietnamese used the Japanese rank structure/names.
