The consensus is this type of thing is period paint touch up only and has no special significance. Painted shells hurriedly stacked upon each other caused paint loss when pulled apart around this area of the shell.

It would appear that the "Touch up artists" did not relish their work as is apparent in the quality of their work! Here is an example of one from my collection.
