Someone will come along and translate the kanji to determine which ship it is, but its a Light Cruiser of the Nagara Class.

Built in Japan in the early -mid 1920's there were 6 in the class. None survived the war.

This may be a commemorative item marking their launch or acceptance into the IJN

Click the Wik. link and it is the Yura ship.
The leftest 2 Kanji ( Vertical) shown on that amazon photo matches this ship name.

Thank you Mr. Chen! Do you see anything on the box markings that would indicate if it is a commemorative of the vessels launch or ??

I can not translate those small Japanese wordings at the sides of the box,
but those big Kanji more or less look like it is a box( gift ?) for these 3 ships crews.

            More kanji

Thanks to everyone so far. There is one additional kanji on the bottom. When I received the box, there was a note inside that implied it was a gift box presented to Admiral Togo from the captains of these three ships. I did not include this in the original post to not sway anyone’s translation.

Well looks like this needs a fine tooth comb of the kanji to see if it support "the story". Mr. Chen and Guy to the rescue...

                The hallmarks:
                三越 銀製
                Mitsukoshi Ginsei
                Mitsukoshi Silver

Mitsukoshi is a well-established department store founded in 1673. Compare your hallmark to this Mitsukoshi hallmark I found on a blog dedicated to antique hallmarks:

                純銀 三越
                Jungin Mitsukoshi
                Pure Silver - Mitsukoshi
