I Can't read the tiny fonts on the obverse.

If you want a translation of the German:

      Prof. T. Yunomi
      ====
On the Staff of the Imperial Japanese Expedition Army in Siberia from September 1918 - February 1919

      In November 1923 at Vienna.
And I'm not certain about the surname (?) Yunomi, I cannot find that while doing a google search.

            Yuji Taro & Goto Shinpei

Okay! I think it is Count Gotō Shinpei; showing him young and old. Can't tell by the wiki article, but I did an image search using your post card and the most likely result said Gotō Shinpei. So I took a further dive into the Google Image archives and found some photos that show glaring similarities.

            The photograph is subtitled:
            後藤臺灣民政長官
            Gotō Taiwan Minsei Chōkan
            Gotō, Taiwan Civil Governor-General

The brochure shows what looks to be a statue based on the postcard; as an elderly statesman wearing a court uniform replete with gongs galore.

            BINGO! Look:

            6 兒玉總督與後藤民政長官

            日治時期明信片

            圖像說明:明信片上有「博物館落成紀念」等字樣。、兒玉源太郎(1852-1906) 於明治32-39年(1899-1906)擔任臺灣第四任總督;後藤新平(1857-1929) 於明治31至39年

6 Kodama, Governor General Yasuhiro Goto

            Japan-Taiwan period postcard

Image Explanation: There are words such as "Museum Memorial" on the postcard. Yuji Taro (1852-1906) served as the fourth Governor of Taiwan in the period of Meiji 32-39 (1899-1906); Goto Shinpei (1857-1929) in Meiji 31-39
Sorry for the rambling, but this was a work-in-progress: I wrote as I found. Some of the translations were weird ... then I remembered some were in Chinese, not Japanese, so had to use Chinese google-translate -- and got a better product.
