need help--what is it

good day to all, I am not a collector of japanese things so not my expertise area. I inherited this item and was told it was a wwii Japanese dog tag but quick google search and this seems to be incorrect. Can anyone enlighten me as to what it is and/or what it says? I tried to add pictures but WAC wont let me add an album yet so i can not link a picture. I know it makes it more of a PITA but will send photos via email. item is a small meatball flag about 2x2 inches sewed into plastic.
