Help needed please with this helmet am I correct that it is a civilian helmet,what is the white band for and can someone please translate the writing .

I don't pickup many civil defense helmets - but occasionally I see one that "pops" and I'll get it - but only if its not priced like a military one.

This one is one of those that "pops" - don't pay too much but this one is a keeper IMO
