Seeking information and translation on Navy Tunic

Hello everyone,
I have this Navy tunic in my collection. Can anyone tell me if its early, late, or if its an enlisted or officers tunic. I am just dabbling in IJN items and really know nothing. Also, If anything can be read on the collar, that would be appreciated. I know its pretty faded and smeared, but I figured I could try. Thanks for any and all information.

Diamond label usually indicates officer & private purchase. Buttons are officer as well. Nicely worn example. Any additional info will come from translations of hand written kanji. I'd say mid to late especially since it's a green tunic

in 3 places: one vertical, one reading right>left, and one reading left>right.

I also see "oka" and maybe "yama" ... but it's not clear:

The look of it is what got me. I watched it for a while, then threw out an offer and was surprised it was accepted. It went for less than half of asking price. I figured it was a good starting point to negotiate. It also had some items in a pocket, a nice surprise.

It was only a picture, a couple of coins and an additional tunic Button, but it was cool to find.
