Help with Japanese medal ID if Possible

a 7th Cav vets estate?

Maebashi-Seta is in Gunma Prefecture.

I'm about 85% confident of the "Colt & Calf Only" meaning; what's throwing me off is kanji #4 on the bottom ... it looks to me like 許 [bakari -- nothing but; just; only], but I'm only 85% certain -- they used ancient seal script and I have trouble following the strokes (they are often very different than modern kanji).
