Yamauchi (also Yama-no-Uchi). I’m on a cell phone and don’t know how to toggle back and forth amongst other tabs......so someone else will have to assist with his given name; either that or wait till I’m on a real computer and can do some simple research.

    Cheers,

        Yamauchi Tamekichi

Tamekichi is pronounced tah-maykeechi [that final "i" is often de-emphasized or not enunciated].

And I think the rank written to the right of his name is

          一等水兵
          Ittōsuihei
          Seaman First Class

I don't see a Seaman First Class rank on his jumper, so I'm thinking this image is post-1942 when the rank Ittōsuihei was an Ordinary Seaman.

Check out the rank changees here. Pre-1942 Ittōsuihei was an OR-4; from 1942 Ittōsuihei designated an OR-2.

          Cheers,

              IJN Boatswain Mate?

Hey .... it looks like he's wearing a boatswain pipe -- at least the lanyard around his neck and secured into his jumper pocket looks like what is normally attached to a boatswain's pipe.

My google-fu is weak and I can't find any citations for "IJN boatswain" rating -- but I did find some images of IJN boatswain pipes. Here's one example:
