Maybe not the right place but.....I have a Chinese Order of the Cloud & Banner awarded to a USMC officer in 1946. I wonder if someone could translate the stamped characters on the reverese? His name was LtCol. James M. RANCK. Any help greatly appreciated. Thank you. Bobgee Texas USA

The only thing I can read is the smaller stamp:

I'm not good in Chinese .... I'm guessing "Printing/Silver Bureau"
