Just growing old waiting for someone on Gunboards to translate, what I think is a date, on a guys Model 19 over on Gunboards.

Can someone help us out here?

It looks like it MIGHT be an abbreviation of:
千葉青年師範学校
Chiba Seinen Shihan Gakkō
Chiba Youth Teacher's School

Est. 1920. In 1944, the Chiba Prefectural Youth School Teacher Training Center (founded in 1935) was transferred to the country and became Chiba Youth Normal School.

It became one of the mothers of the New Faculty of Chiba University Faculty of Arts and Sciences (now, Faculty of Education) through reform of the school system after the Second World War.
