Is it a strap or a belt ?

Could be for officer like this one. Picture is from a Japanese moovie but the belt is where it should be.

I can certainly see why you might think this is a belt but I believe the dimensions are too small. From the pictures this looks like a gas mask can strap or some other type of strap or part of a rifle sling. How wide is this item?
