War relic fragment from island of New Guinea

I was given this years ago from a missionary who was on the island of New Guinea. He pried this fragment of a dashboard of probably a truck and it has this little label. Can anyone read the writing? I am not sure how to rotate it for deciphering.

The plate says: 軍事秘密 Military Secret

One mostly sees this wording on comm. equipment, radios, etc.

It looks odd to me why they put up such signage, just to remind the user?

My guess is the radio box also contained code books. Therefore, you have the plaque to remind everyone it's a military secret.
