Got this at an estate sale, either it was poorly stored or saw some serious action. If any sort of translation can be salvaged I'd greatly appreciate it!

A bunch of signatures and the top slogan:
祈武運長久
Ki Bu'un Chōkyū
Wishes for continued luck in the fortunes of war
But the kanji in pink is missing and was on the section torn off.
To give you a better understanding how to display the flag, image #1 is upside-down.
