Compass translation help

Hello there,
Snagged this om eBay and could use some help with translation. According to the seller it came of a "barge" however my friend who lives in Japan thought it could be a torpedo boat. He was unsure due to bad Photos. What do you think? Will take better Photos when I get it!

Thank you fellows! I am so happy to pick this up. Have been looking for something "solid" ijn related for a long time. And these often go for quite alot of money but somehow the seller accepted my cheaper offer

Anyone knows what else the plate says? I imagine factory and such.

Very odd plate is tapped on instead of riveted as original.

My guess it is taped on there not to get lost. I would imagine one could get replacement screws and attach it again. I also believe the soldier who grabbed it was not that carefull, perhaps in a hurry?

Plates usually riveted on. Where are the holes on the compass for the data plate? Is there an anchor stamp on plate?

Plate is for a Type 3 magnetic compass out of Toyokawa Arsenal.
