The construction looks period correct. It's signed by at least 3 different women. It's interesting that it is signed with 2 names is western style / Roman text. I am not sure if this is considered early war, Or possibly during the China incident, before western styles were frowned upon. The content of the flag may tell the story, the artwork is nice.

From top right, down:
松永つい子
Matsunaga Tsuiko [female]
祈健在進駐軍
Pray for the Health of the Occupying Army
[the rest is undecipherable to me; most likely
American Occupation Forces]
====
Hisabrui Hioki
[written in European alphabet; perhaps first name is misspelt?]
====
森田 美奈子
Morita Minako [female]
Miyoshi Taguchi
[written in European alphabet]
Followed up in kanji:
田口三好
Taguchi Miyoshi [female]
Tiger artist:
日沖寛繪
Hioki Hiroe [female]
I wonder if she is related to the other Hioki?????
