Does anyone recognize this cap badge?

A few years ago I bought a large group of wartime Japanese cap badges / patches.

It was military and civilian organizations.

This was the only one I could not get an ID on.

It's about an inch tall. Bullion embroidered details on a black wool background. Has a paper like backing.

Has anyone ever seen it before?

Could this be the patch? The site owner writes:

I posted this picture awhile ago on my page. It's a pretty extraordinary (in my opinion) photo taken of a Japanese war correspondent during WW2. I believe this was most likely taken during the "Japanese Blitz" of early 1942 into Burma and Malaysia.

It certainly looks like I can see the left sun ray and flag. ..... Hmmmmm .... then again, he *IS* carrying a rifle with fixed bayonet. Maybe my eyes are tricking me. Perhaps a navy rating?

it isnt navy, they used round badges.
The bullion badge is poorly done. Sun with rays and national flag, I think its civil.
