This is a pair of ARMY pilots summer boots. Several things indicate that but the round suction cups sole is the quick ID for them. Originally the suction cups rubber would have been soft enough to conform to stepping out on the curved wing around the fuselage, etc. and this could have made a small difference in traction.

Value is best determined by researching recent Ebay sales. On a sane day they are worth about 10-15% of the value of a non-resoled pair of IJ navy pilots boots
