Can you advise/confirm the orb is offset (Navy) toward the hoist end? It appears to be.

Appears to be Army to me, as the center cross-creases are in the middle of the sun.

Unless they folded it some weird way, that would be the middle of the flag.

Can you advise/confirm the orb is offset (Navy) toward the hoist end? It appears to be.

Yes...is an Imperial Army japan flag. Old silk. With corner leather. The Sun is center

Looks like a nice original flag. Pricing really depends on whether you are buying or selling. Expect to pay more at a dealers site or an antique shop. Also, on condition. It looks to be in nice condition, so that's not an issue. A really good deal can be had on Ebay, from a "sleeper" auction for about $100 all in, or you can pay upwards of $225 on a dealer site.
