Howdy friends - was hoping some better-versed members might be able to identify what this belt is (military or not, purpose), and possibly a translation. As always, I greatly appreciate it. Thank you.

It looks like a "taiso-bando" [exercise belt] and you will see soldiers wearing them when doing fatigues as well as sports.
The backside identifies the owner, Corporal Sakamoto, of the 16th Battalion of the Special Automobile Unit.
特設自動車
第十六大隊
Tokusetsu Jidōsha
Dai Jūroku Daitai
Special-installation Automobile
16th Battalion
I found this mention that it was an engineer unit [did I see that correctly?] part of the 29th Army:
特設自動車第16大隊 第29軍
http://www1.odn.ne.jp/tobu7757/J_wsd...bs_list_xx.htm
坂本伍長
Sakamoto Gochō
Corporal Sakamoto
Hopefully one of the experts can tell us what this unit is really called. I noticed "special installation Automobile" on another page showing anti-aircraft guns.

When I research 吉隆坡 on Google it comes up as Kuala Lumpur (Indonesia).
I can't find it in a Japanese dictionary ... I would need to go through the "old kanji" for foreign places.
The best I can do now is show you the Chinese Wiki:
吉隆坡
Chinese
phonetic
simp. and trad.
(吉隆坡) 吉 隆 坡
Chinese Wikipedia has an article on:
吉隆坡
Pronunciation
Mandarin
(Pinyin): Jílóngpō
(Zhuyin): ㄐㄧˊ ㄌㄨㄥˊ ㄆㄛ
Cantonese (Jyutping): gat1 lung4 bo1
Min Nan (POJ): Kiat-liông-pho / Kit-liông-pho
Proper noun
吉隆坡
Kuala Lumpur (capital of Malaysia)

特設自動車第十六大隊 = 16th Specially Established Motor Transport Battalion
From my scant knowledge of parsing the Japanese language: The terms 'Specially Established' and 'Motor Transport' are generally accepted as closest in meaning although not literal translations for 特設 and 自動車. There has been discussion on this exact subject on the Axis web site as to what works best with some great imput from our Japanese friends.
The 7th Area Army has the 16th Specially Established Motor Transport Battalion (Oka) 岡18519 in its order of battle. Its headquarters was in Singapore but the unit could have been operating with one of its subordinate armies. The 16th in Java, 25th in Sumatra or 29th in Malaya.
