Japanese Armband and CLEANING CLOTH ??

What I have here is a Japanese WWII OR EARLIER ARMBAND, IT IS NOT IN ANY OF MY books. Does anyone know what it is for. it is 4.25 inches wide and 14 inches in length.
I have a few others, but I have never seen this one.
        Any help would be appreciated.

I seem to recall a similar brassard for military use when taking vehicles outside the gate for "official use". This one is to a civilian contractor:

          横須賀海軍連輸部
          Yokosuka Transportation Division

          御用
          Official Use

          萬国旅行社
          Mankoku Travel Agency

I thought Yokosuka as well at first, Guy. But taking another look, I think it is Yokohama.

Yes cleaning cloth is for aviation goggles. Cleaning clothes came with each & stored with goggles in storage box. They usually match logo/ company design printed on lid of storage box

Are we sure on travel agency? Doesn't make sense. Post war?

Yup, certain. If you google you'll find "travel agencies" using this name:
                        萬國旅行社 [or, new style: 万国旅行社]

Here's one in New Zealand: 萬國旅行社

Perhaps in earlier days a "travel agency" was also a forwarding company? Maybe helping the regiments to pack out?

I see no problem with "travel agency". They have been around since at least the 19th century, Thomas Cook for example has been going since 1841. Given the Japanese Empires use and appropriation of civilian shipping, using a ready formed Travel Agency to move stuff around would not be at all surprising.
The term might also mean nothing more than the Government Agency to organise Troop and Civilian travel.
