Guy, I tend to think this '中國' does not refer to China; it refers to the central area of Japan. The Japanese newspaper 中國新聞社was founded in 1892.

Although there is a China News Service with the same kanji (established in 1952), the 国 kanji is usually the modernized form. And the Chinese reads 中国新闻社.

So this is probably the Japanese newspaper Chugoku Shimbun Co. Ltd.
