WWII Japanese Naval Headband

I have never seen a naval headband before usually just army? any help with what this was used for?

Nope no story, came out of a dealers overflow box he didn't know what it was so I took a chance

Google the word "Tenugui", they are used as a general purpose cloth as for head bands etc as well as being used as a towel.
