Which units or soldiers used this cap?
Is this cap good or bad?

It's either a very late WW2
army officers cap or a late civilian defense cap.

My vote is for a late war civilian cap. Straw liner, no issue stamp just a manufacturers mark... The star looks odd to me too.

I agree about star but I like the stitching which looks machine done, matches other stitching on cap & doesn't seem to go through liner

Jareth, cap in hand I'd check to see if the lining behind the star has been messed with just to confirm.
