Arisaka bayonet with Kanji on intact rubberized canvas frog. Translation help?

I picked this up from a good friend.

I don't collect many Japanese items but I know the rubberized frogs are scarce to find intact, and the Kanji really drew me in.

Any help on a translation of the Kanji, please?

Is the number on the handle to match a rifle? I am so ignorant on these what is the maker and year of this bayonet?

Thanks in advance for your help and I hope you enjoy viewing it almost as much as I enjoy owning it.
    -Brian

        Thanks so much!
I can do better than $1.

If you pm me your address I will send a small WW2 Japanese token of gratitude.

You are always helpful and pleasant to all on the forum whether everyday contributor or one-time poster.

        Best regards,

          Guy,
Thanks for the address. I'll get it sent out first part of next week.

Anyone have an idea on the numbers? Maybe the 402 is a unit designation?

          Thanks,
          -Brian

It appears mine is a Hikari Seiki Seisakusho... which isn't really explained on that site beyond the maker mark. Looks like an early one. I'll see what I can find on the maker, and will just have to wonder about the '402'. Also guessing the grip numbers are to match a serial.

              Thanks for the link,
              -Brian
