Translation Help Please with Brass Navy Data Plate

Plate is a about 4" x 2 1/4" and made out of brass. Date is April 30 , 1941 and says "Type 15" across top side but I can't figure out kind of item (aircraft, cannon, ??) it is associated with. Hopefully a further translation will reveal this.

I FOUND A WARTIME PHOTO OF THE NAVY BOMB CART IN A TINIAN AIRFIELD HANGAR
