        Reverse:
        住友歌志内青年團
        Sumitomo Utashinai Seinen Dan
        Sumitomo Utashinai Youth Group

        陸軍特別大演習

        rikugun tokubetsu dai enshū
        Army Special Grand Maneuvers

        昭和十一年
        Shōwa jū ichi-nen
        1936

There is something under the date, but too small to read.

The front shows a map of Hokkaido -- where the exercises were held that year.

Under the date is the Japan Mint hallmark: 造幣局製
This must have been a whopper of a maneuvers based on the number and variety of commemorative items (mostly these kinds of medals and smaller badges) I have seen. This kind of medal was not awarded--it was available for purchase by the general public, another indication of how big/important it must have been.

See this page on my site, toward the bottom, for a few more examples:

Answer to myself--usually these medals were purchased to general public, but the one shown above was almost certainly privately ordered by the named youth group to be given out to the group members.
