It's a nice looking flag and certainly looks authentic, my fear is that it's too stylized to be read. I think that's why the lack of posts.

[I'm 100% certain about this translation]

義勇＊会
Giyū * Kai
Volunteer * Association
[I'm guessing at the first kanji 義-- it's close, and could be correct since when paired with 勇 "brave" it translates to "volunteer."

静岡国利
Shizuoka Kunitoshi
[I'm guessing at Shizuoka .. just too stylized. I'm 100% certain of "Kunitoshi."]
